灾害下资讯支援社群的形成

Overview
2011 年的日本311大地震是第一个大规模使用网路来提供灾害时资讯的案例。在灾害的当下,许多专案都是由个人进行,难以有效率地提供大众良好的灾害相关资讯。
在过去的10年,基于以上的经验,一部分的开发者和其他领域的专家们组成了互相交流的社群,为未来可能发生的灾害逐渐建构一个可行的跨领域资讯支援系统。
在本议程中,我们将邀请大家共同来讨论过去 10 年取得的进展以及如何改进系统。

Disaster response at Tohoku Medical and Pharmaceutical University Hospital. also a member of the Japan DMAT team.
After the Great East Japan Earthquake in 2011, he established "Netvol Miyagi" to support the development of information equipment and communication environment, and to support the recruitment of disaster volunteers, and in 2015 he established "Information Technology Disaster Assistance and Response Team" (IT DART) and is its president responsible for improving the information environment at disaster supporters' activity bases, organizing and disseminating damage and disaster support information online.
Michinori Hatayama
IT DART / DPRI, Kyoto University
After the Great Hanshin-Awaji Earthquake (1995), he developed a GIS-based support system for demolition of collapsed houses in Nagata Ward, Kobe City, and has been conducting research on disaster response informatization and field support activities. He has been working at the Disaster Prevention Research Institute, Kyoto University since 2000, and has been a professor at the Center for Research on Mega Disasters since 2016.
He participated in the EMT of the Cabinet Office for the Great East Japan Earthquake and is a board member of IT DART.
