2021 年適逢日本 311 大地震的 10 週年。
10年前的日本 311 大地震，為日本公民科技社群的起點之一。
如今面對全球新型冠狀肺炎病毒疫情肆虐，日本的公民科技黑客們依舊為公共議題而努力。
如同 10 年前在危機下投身公民科技事務的伙伴們一般，公民科技發展的種子在面臨新危機的時候快速發芽成長，本屆 Code for Japan Summit 首日的開幕式，將以此為核心概念，連結過去與現在並針對活動首日的亮點進行介紹！
